Former Clark County Commissioner Chairman Jacob D. (Jay) Bingham serves the Colorado River Commission as Vice Chairman. Mr. Bingham was born in Caliente, Nevada, and has been a resident of Las Vegas since 1954. He graduated from Pahranagat Valley High School in Alamo, Nevada, and attended Southern Utah State College and Clark County Community College. Mr. Bingham began his first term as a County Commissioner in 1984 to Commission District B. His term in office expired December 31, 1996.

Mr. Bingham is one of the founder partners of Juliet Corporation, the parent company of Falcon Homes / Falcon Development and Juliet Property Company. At the present he is Executive Vice-President of Juliet Corporation. He has worked in the construction industry for 23 years, during which time he has been involved in the development and construction of more than 7,000 housing units and numerous commercial projects. Also, in the beginning of 1997, Mr. Bingham became President of JDB, a public relations company.

Mr. Bingham worked for the Clark County Department of Public Works for five years and with the Clark County Fire Department for one year. In 1979, at the age of 26, Mr. Bingham owned and operated his own contracting business, specializing in commercial building and single-family residential construction. He was elected as a North Las Vegas City Councilman in 1981 and served until January 1985, when he began his first term as an elected County Commissioner.

Mr. Bingham is active in the community, particularly in church and youth organizations. He was instrumental in bringing together a Gang Task Force to address the problem of gangs in the community. He also introduced a "Six Point Plan" to arrest gang activity in Clark County. Mr. Bingham is also very supportive of D.A.R.E. (Drug Abuse Resistance Education). and has been instrumental in acquiring additional Metro officers for the program. He is also active in the local Boy Scouts organization.

Mr. Bingham and his wife, Fran, have five children: Erica, Tara, Ashlee, Cortney and Jacob Derek. Four of their children each attend a different school in the Clark County School District.

Mr. Bingham's hobbies and interest include sports of all kinds, boating and particularly golf. He is also a former Nevada rodeo participant.
